1. Know what you have

Start with the documents: easement language, plat notes, any road maintenance agreement, and association bylaws if you have one. They often say who's responsible and how decisions get made. If the road status is unclear, the county can tell you whether it's public or private.

2. Walk the road

Walk it end to end with a contractor and a couple of owners. Note washouts, arroyo crossings, steep pitches, soft spots and where water comes from. Take photos — they help when you share the plan.

3. Decide on scope

  • Must-do: drainage, crossings and the worst sections.
  • Should-do: surfacing the rest — chip seal, asphalt or millings by section.
  • Nice-to-have: turnouts, widening, aprons at each driveway.

4. Split the cost

MethodHow it worksFits when…
Equal sharesEveryone pays the sameHomes use the road about equally
By distancePay for the portion you driveThe last home uses the whole road; the first uses little
By frontageBased on road frontage per lotLots are similar in use but differ in size
HybridShared trunk split equally; spurs paid by each ownerMost common for branching roads

5. Get it in writing

A written proposal with quantities, surfaces by section, schedule and a per-lot breakdown makes it easier for everyone to agree. Collect funds or commitments before work starts.

6. Phase if needed

Drainage and the worst sections first; surfacing the rest the next season is a common way to spread cost.

7. Maintain it

Set aside a small yearly amount for crack sealing, culvert cleaning and patching, and a larger reserve for chip seal renewal or overlays. A maintenance plan gives you a schedule and a budget.

This guide is practical advice, not legal advice. For questions about easements or association obligations, talk to a real estate attorney.

How long does planning usually take?

Often a few weeks to a few months, mostly for owners to agree and collect funds.

Can you present to our group?

Yes. We can walk the road with owners and provide a written proposal.
